Build-to-Order (BTOs) List

What is Build-to-Order (BTOs)?

BTOs, or (Build-to-Order), is a type of public housing in Singapore. BTO flats are brand new Housing Development Board (HDB) flats with a fresh 99-year lease. BTO flats are typically launched before they are constructed. During each sales exercise, eligible buyers book a flat and commit to the purchase, and then wait about 2.5 to 4 years for the property to be built.

There is a wide variety of BTO flat types available, ranging from studio apartments, 2-room flexi, 3-room, 4-room, 5-room and 3Gen flats.There are priority schemes in place to help interested buyers obtain their flats, such as the Parenthood Priority and Multi-Generation Priority Schemes.

Under the BTO system, potential buyers apply to ballot for a chance to select a flat in proposed sites. Successful applicants then participate in a booking exercise where they can select their preferred location and flat type. A downpayment is required to secure a booking, to ensure that each booking is backed by a committed buyer.

  • 2-Room Flexi

    The 2-room Flexi Scheme unifies the Studio Apartment (SA) and 2-room flat schemes. It can accommodate different buyers like families, singles, and elderly, and offers a choice of lease and fittings. It also supports inclusive living.

  • 3-Room Flats

    3-room flats are ideal for families that are looking for a cosy and compact home, which features around 60 to 65 square metres, with kitchen, living/dining area, common bathroom, service yard, storeroom-cum-apartment shelter and 2 bedrooms, 1 of which is a master bedroom with attached bathroom.

  • 4-Room Flats

    4-room flats provide families with a versatile and comfortable living space, which features about 90 to 94 square metres, with kitchen, living/dining area, common bathroom, service yard, storeroom-cum-apartment shelter and 3 bedrooms, 1 of which is a master bedroom with attached bathroom.

  • 5-Room Flats

    Larger households can consider 5-room flats, which are more spacious, that features around 110 square metres, with kitchen, living/dining area, common bathroom, service yard, storeroom-cum-apartment shelter and 3 bedrooms, 1 of which is a master bedroom with attached bathroom.

  • 3-Gen Flats

    3Gen flats are designed to meet the needs of multi-generation families, that features around 115 square metres, with kitchen, living/dining area, common bathroom, service yard, storeroom-cum-apartment shelter and 4 bedrooms, 2 of which has attached bathroom.

[1] 2-room Flexi flats with short leases and Community Care Apartments cannot be rented out (whether partially or fully) or sold on the open market.

When selling or transferring a Plus or Prime flat purchased from HDB^, a portion of the resale price* must be returned to HDB. This percentage reflects the amount of additional subsidy provided for the flat, ensuring equitable distribution of subsidies across all buyers. The exact percentage will be announced when Plus or Prime projects are made available for sale.

If you buy a resale Plus or Prime flat on the open market, the subsidy recovery does not apply when you sell the flat. However, other restrictions, such as the 10-year MOP, prohibition of whole flat rental, and eligibility of your flat buyers, will apply.

  • If HDB determines that a valuation is necessary, the subsidy recovery will be calculated as a percentage of either the valuation or resale price, whichever is higher.
